Base backstab time = 10 seconds. 100% haste will lower this to 5 seconds.
100 = 5.0 seconds
41 = 2.05 seconds
27 = 1.385 seconds
41% haste is 0.665 faster on the cool down which is difficult to display when EQ logs come out in 1.0 sec delay relays.

If you want the raw numbers with each haste item equipped, backstab will refresh in:

41%: 7.95 seconds
27%: 8.615 seconds
0%: 10.0 seconds
