Going rate for loot rights is 2k. I've personally given it away 3 times since I started doing Chardok AE. I know others that give it away also. Some people are just going to charge for it.
You should randomly /w all Chardok and see when the AE group starts, and ask to be put on the "WTB Pipe" list. You don't have to sit around in the zone and wait as generally when the Betrayer spawns, someone will send you a tell and let you know he spawned and give you time to head to the zone to wait for him to die.
