Sounds more like he meant that the country needs to work on its issues regardless of politics. Cleanse is an odd verb to use for that. Too easy to over think and try to read some symbolism into it.

Theres nothing to read in. Cleanse when applied to a particular demographic of people pretty much means kill exclusively.
