Thanks, that is what I settled on as well.
I did do some playing around with the /Resources/Sky/weather.txt file and it seems there are mistakes in how the textures are called. I fixed a couple of the errors by deleting the relevant lines in the weather.txt, but then went too far and ended up with brown fog everywhere

Also, the weather.txt is included in the P99Files42 patch files. So either my titanium doesn't have all the correct textures or the developers missed a couple things.
