They don't get rid of old weapons. Nukes are nukes, it's just an explosive device. Those nukes will fit onto cruise missiles just the same. It's the delivery systems that really make the difference. Clinton sold them our cruise missile tech, despite our military's warnings.

I didn't misunderstand, I've just been following it for a very long time. I remember back when Russia established a naval base in Syria and what it was for, and why they modernized it. This was before the Syrian war, and used as a base to showroom the new tech to the potential buyers by the live demonstration there. Russia isn't about handouts, they sell cutting edge war technology just like the US does by profit through our military industrial complex. Russia also sells surplus, just as the Chinese do, but it's not antiquated. Even a diesel submarine can go on battery power, wait in silence at a lane, and sink a ship just as good as a modern sub can.
