People seem to enjoy player run events as long as they arent pvp related and we usually get good turnouts. I dont know why there is such a strong aversion but people just dont want to fight.
The last GM event was near halloween but it was not pvp based, it was more of a treasure hunt. The DoF attempted to do a player run PvP event and another forumquester tried to do a PvP event, both in 2016. Zero people total signed up for them, even with a bunch of prior notice and a pretty reasonable rule set. People on p99 absolutely do not want to fight each other unless there is some chance of the GMs giving them a prize like a title or otherwise unobtainable item. My theory is that the community is small and people dont want to lose face by losing a fight, which is pretty stupid since you spend years building your character but it is what it is. Bumfights allows you to remain anonymous and use level 1 characters so that is a little different. I've only ever succeeded in talking 4 players total into fighting in 1v1 pvp/roleplaying events.
