ToFS is good exp and usually mostly empty. First floor is good til 34ish. Second floor is a bit of a pain due to casters and unkeyed CRs, but at 34 you could move to Crystal Caverns instead (just one zone over) and stay there until 40ish if you want. Can bank and vendor in-zone and there are guards to run to.
