Gunfire is used to disperse crowds in most 2nd world/3rd world nations.
North Africa (Libya), and Egypt during Arab Spring have all used live rounds to disperse crowds. That are harmlessly discharged into the air to incite panic and fear. Its better than tear gassing innocent protestors, no?
It doesn't mean there's violence, it means the military is preventing violence from occurring and is using a more humane method of crowd control than gassing people. (Did you know tear gas is banned from military warfare, but there is a U.N exemption that the USA and UK voted for to be able to use tear gas on citizens?)
Turkey is taking the high road and just using rounds to net the same effect in a more humane fashion.
