I would encourage you to look at the results rather than his editorializing. The conclusion of the paper is not dissimilar. The body of it presents the results that indicate as diversity increases, isolation and distrust of community members increase. At the tail end, it is an unsubstantiated pep talk in line with the quotes you provided. He sat on the results for half a decade until he could "develop proposals to compensate for the negative effects of diversity".

The only thing I found compelling in his pro-diversity comments are that economic growth increases (there is other evidence to support this, though he doesn't provide it himself).
