Yes. You only need lvl 50 rogue with non-KOS faction to Anson to spawn him.

When we spawn General and hand him Stanos's head will he despawn or turn around and beat the shit outta us upon turn in?

General depops when you hand him Stano's head. Seeing EoN poof is somewhat sad.

Doing this should we have faction or will DE mask suffice?

Sneak turn in the head - you dont do faction. I performed it on my lvl 12 rogue so its not difficult if you position yourself properly at the DE hut.

Do you need to hail and say the phrase before hand or can you just walk up and YOLO turn in and run?

You turn in and get your mask. No phrase. No YOLO. Its 100% safe when you are in right spot. Make sure you dont accidentally hand in to pet.
