LoIO is currently listed at 60 ZEM with 75 being a "normal" zem. AKA LoIO currently gives about ~20%ish less exp than a zone with a normal zem.

LOIO's ZEM on P99 blue is 80. That meshes with Noman's experience on blood gills for level 45, and it also meshes with testing a level 1 necro against level 1 mobs in LOIO just now.
