I'm sorry, I don't see any of those definitions including the mention of compensation being offered, quite the contrary.

verb (used with object), confiscated, confiscating.
1.
to seize as forfeited to the public domain; appropriate, by way of penalty, for public use.
2.
to seize by or as if by authority; appropriate summarily:
The border guards confiscated our movie cameras.


1. includes "as forfeited", which seems to indicate .. no compensation

2. do you think the border guards offered compensation for the cameras? do you think "seizing by authority", is an indication of compensation being offered?
