What on earth are you talking about? First off, 'get difficult' does not mean 'put into concentration camps' or 'conduct hostage exchange'. He is referring to bureaucratic red tape, like if the EU countries were to suddenly audit all of their UK citizens to be obnoxious. Second, the whole sentence is a conditional, i.e. IF the EU were to do this, the UK would be in the stronger position, ergo they probably won't.
I really don't see how anyone can read that quote as anything but a politician looking after his constituents. Unless you are a biased member of the liberal/global media, in which you try to score cheap points by shouting shame and writing ridiculously titled articles. The sad thing is that you are falling for it.
