There are a few high level barbarians at the docks who are on Merchants of Halas faction for some weird reason, but other than that, they're all on FirionaVie or naturally indifferent. (The drixies and explorers are also FV faction.) There was one NPC I didn't manage to find and con last night, but she's on the outer edges of that stone ring around the outpost so it doesn't matter too much. It's Foloal Stormforest from the druid epic.
If you're an iksar shaman, you'd have to raise both factions if you want to get shaman spells or training.
