If you're grouped, you probably won't melee at all and you also should be getting hit much so AC isn't that big of deal.
At lower levels, most times, it's better to pick up mana gear over straight wisdom.
Here are some low cost recommendations (most are between 30-300pp each) and all very commonly are up for sale in East Commons.
Primary & Secondary:
You already know about the charred guardian shield for 250pp which is decent. Here's some other items.
For 50-150pp each, you could get two of these (they aren't lore) which would give you 60 hitpoints and 100 mana.

Run along the wall to the rivervale entrance and ask if you can loot one of the no drop +wis weapons that are usually left to rot such as the +7 wis
