This is an old EQ Wives tale. Prathun debunked it on the forums multiple times. He said every quest/content has been discovered but there are several quests and items in the game that were designed by either an Intern or a Dev that has long since left the company and their work was never picked back up.

Unless you have a source on him saying that I would bet dollars to doughnuts there are 10s-100s of quests that are in some state of being unsolved. Either due to item rarity or ambiguous/missing text or both.
