It's an effort of the leadership.
It takes so much effort just to get people into ( arguably ) proper pve mode that by the time pvp appears the thin veil of order shattered and in the chaos the leadership crumbles... it's a common theme.
Each person then begins to wonder what to do, and those brave cucks arise to attempt to lead and then you have too many cooks in the kitchen and everyone trying to call their own shots.
Truth is that many of tempest have severe lacking in PvP group experience and thus will need extensive training in order to become viable in thwarting terrorist threats... consider the times of years gon by where the 'bergs of norrath were not focused so much around pixel lust and pve jerk feasts but rather pvp tactics and strategies. The lust of pixels leaves pvp almost a second thought, where by rather than face opposition we can hear leaders saying " just take the Yt and lns" so they can avoid trying to manage a hoard of warm bodies.
Until leaders plan on having dedicated pvp squads during a raid... a small group of friends will always be able to disrupt...
