I figured it out somewhat:
Before lighting changes with DX9:
[You must be logged in to view images. Log in or Register.]
After:
[You must be logged in to view images. Log in or Register.]
I used an injected DLL to try this. I disabled DX9 lighting in d3d9.
I'll post it once I get approval, I don't know if it can be considered an active hack or not. This oddly does not disable torches/laterns, as they are rendered using models similar to water. They will NOT reflect as much light however.
