False. Feeding = they get more CS while you're dead which means they get farther ahead in the lane especially mid to late game when turrets are being pushed.
Last hitting minions isn't easy to keep up on as you dodge skill shots and have enemy cooldowns/ teammate cooldowns to rely on as you do. Pretty big skill difference.
Haven't played DotA 2 myself yet, but i do know those differences.
