on my necro, i soloed in the over there near WW zone line approximately at lvl 20 when i outleveled Oasis.
I do admit Mistmoore is amazing xp if you can get in a group, but there is limited room.
Unrest isnt a bad alternative, neither is Upper Guk; ive been soloing in upper guk on my necro who is now lvl 25 instead of going to the more crowded zones; and sometimes i do find a group.
you can also consider high hold pass around 20 and kill a few orcs.
