I rolled my first toon on this server on February 28th, not knowing anyone and expecting to pretty much be naked until 50. But the community has been very cool overall. Not only have PUGs gone out of their way for newbs like me, I've had people inspect me in group and give me random gear on top of the items I've been able to snag NBG.
And now a few months into the game, I'm level 51 rolling with a static guild group of awesome people and it's NBG to the extreme. If someone's uncle's guildy's counsin's alt needs something we drop and no one in group needs it, then it's theirs. We only roll on something after exhausting all "need" options.
But as far as PUGs go, I think the only realistic expectation is that your XP bar will move, and sometimes that's even a stretch. Of course there's nothing stopping you from saying "hey guys, if XYZ drops, can we NBG on it?" and base your actions accordingly. As my old mentor used to say, you don't get what you deserve, you get what you negotiate for.
So my advice would be to make friends and go camp stuff with people who have the same philosophy as you. And while you're looking to make those friends, relax, take a deep breath and don't focus so much on the pixels. It's the journey that's important IMHO.
