I have completed the Druid Epic Quest three times on the Red server. I popped all three of my tainted from the two mentioned in the top of the tower. My tainted popped the corrupted each time, I spent less than 10 hours total at the camp for all three.
My strategy was to simply harmony pull one of the goblins with a snare, and then quickly swim up to the surface and run onto the island that the cave is under. I then usually had to wait ~10 seconds for the goblin to catch up and from there it was easy to kill him.
It probably took a bit longer than it might have if I just killed them in the water, but it saved me some headaches.
If you killed a tainted, and a corrupted did not spawn, I believe that to be a bug that must have been the side effect of some recent patch.
