Alvin Toffler described this in Future Shock. A point where we have too much information to sift through to make decisions (this is a simplified version). Bertrand Russell foresaw a society of learned experts or technocrats that would oversee the scientific dictatorship (his words not mine)because as scientific knowledge accumulates fewer people can take the time to study or understand more than one subject and eventually even then it will just breakdown further into subcategories of expertise.
