Doing middling Kunark raids, or decent Kunark raids, or VP, and super low tier Velious content isn't going to keep people engaged. We're in the new expansion, people want to experience new content, and they don't want to wait another 3-4 years while the hardcore people constantly shut them out and tell them they aren't good enough.
