ToFS isn't bad exp.
Level 1 can be duoed easily with a necro and something else. Level 2 gets a bit tricky half the mobs are all enchanters and will charm you. Once you get charmed you lose your pet and chances are you'll die. Level 3 is another nice place to duo or even solo. A lot of rooms with 1 or 2 spawns like the skeletons on the left.
CR over all is difficult since keys are not soulbound. I would advise hunting near a zoneout. Also not a whole lot of loot either at the lower levels so again, go back to classic or kunark for better exp in general.
