My Shaman is level 29 and I still use the Charred Guardian Shield if I'm wielding a 1 Handed weapon.
It's useful until you can get a Spitestone Shield or a Book of Obulus.

The Spitestone Shield is barbarian only. It's not bad, if you rolled one.
The Book of Obulus is nice, although it has no AC. It's not bad, if you're not getting hit.
