Nothing is preventing you from starting groups in relatively empty zones like Paw, Runnyeye, Liveside Lguk, Gorge of King Xorbb, Befallen, Najena, Blackburrow, Cazic-Thule, Highpass, Permafrost, Sol A, Mistmoore castle, or Dagnor's Cauldron. It's not like every mob in the world is on permanent lockdown. The zones I mentioned above are never used to their full potential (ie there's always an unclaimed camp in them), and among them are camps for every level, so there's nothing to complain about.
