Description: Hierophant Zand doesn't have hail text or respond to quest prompts.

Steps to reproduce bug:- Hail Hierophant Zand (no response)
- Say "I lost my cudgel" or any variation thereof.
Expected behavior:
He should hand you a book that you turn into the Taskmaster. It starts the Penance quest. The book is also necessary to complete the Penance quest.

I tried every variation of
"I lost my" "I have lost" "I have lost my" .etc and
"cudgel" "iron cudgel" "iron cudgel of the petitioner" .etc
I tried with indifferent faction as well as warmly.
no such luck.
