Manastones > Active Players happened about 6 months after server opening and is probably true now if you count all the manastones on old inactive accounts. You can't expect the 4 active players that played from launch to be selling their MS for cheap.
I also agree that the population would be lower with item loot. Maybe the server could survive in classic but Kunark would be a disaster for raiders and if the server survived Velious would be a disaster for non raiding PvPers.
No one wants to raid and have Beastagor run in and HT them with 0 risk and if the tables are turned he would just HT himself. Once you are obtaining items that take you weeks or even a month to get item loot is a bust. Once you can pretty much go full no drop item loot is also a bust.
