Pretty much this. The casual crowds will be like "omg a chance to get a guise and manastone" only to find those camps are locked down by a nonstop hardcore syndicate selling the drops.

Phinny was refreshing in that regard. The boxers initially tried to lock down camps across instances but the box armies didn't work out without program use and actually attentive GMs this time around.
