Well became a thing during the 20th century, but hardly used the first 100 years. I wasn't saying they didn't exist before Bush. But the usage today is more along the lines of things that no one wants, snowballs chance in hell to get passed through congress, and even using it to over ride a vote from congress in which it had already been killed. I have no problem with if the usage is used properly, but to use it abusively is wrong, and sinking into a form of dictatorship, a power grab. Case in point:
President 0bama abusing executive powers.
