I played a ranger during luclin era and I remember personally being there in the low 50s. We had a handful of 60s (less than 2 groups) and a smattering of player from the upper 40s to the high 50s. We made sure we had 100+ unbuffed fire/cold resist and I don't recall it being a death sentence. There was a lot of down time, mind you ... but it was doable.
Are the resists on p99 really that borked though? Like I said, on live the aoes were no joke, but it was doable in the low 50s to upper 40s.

With 255 FR/CR melee will need to be healed
during the fight, not afterward. If the melee is a superstar with 5k buffed it's not bad, or if your raids DPS is really high you can kill them without mid-fight heals.
Aside from AEs/resists, the Wyverns rampage. So if your ramp tank goes down, now your PUG melee (typically low hp, non raid geared people) are getting slaughtered from rampage.
So obviously great raid composition makes it doable. Great DPS makes it doable. Great melee HP makes it doable. But overall, you need a lot of positive factors to get it done.
