Based on my few hours of play so far (level 4 wizard now) I don't think grouping is going to be a problem. I'm currently making the trek from Steamfont over to Freeport, with a layover in KALADIM. Zone populations have been pretty dang healthy, considering it's the middle of the workday on a Monday. I expect that the high single digit/into the teens scene around Freeport/Ro/Commonlands will be jumping.
