Earliest comment from Sept 01 2000 here about Fixxin Followig, leader of the werewolf hunters. No mention of newness.

First mention of a quest is April 03 2001 (with a response in july about what the book is). Title of the comment is "Post-Patch Enchanted Blade info"

I am almost wondering.. and this is just a THEORY.. but if you have ANY negative faction with ANY of their races, you could be screwed. I happen to know that because of the amount of mobs that I have killed, I con warmly to Kaladim, Rivervale, Halas, AND Ak'Anon, ie I have killed countless goblins, orcs, minotaurs and gnolls. And I dont just mean amiable. I mean WARM. *shrug* thought I would offer my 2cp. I dont know if this wil help anyone. I hope so.
^^ So there was no quest attached to them at this time.

It is made like a normal forged longswoard, except you use an enchanted sheed ot metal, and add in a bar of silver.

There is a whole line of silvered weapons. I expect all weapons that can be forged, can be made in a silvered version. I have personally made, long sword, mace and spear.

They sell for around 75 pp to merchants.

Reference to the werewolf hunters in the Regis the Reverent part of the Sol Ro Cleric armor quests (Jan 2002):

They must have changed the pathing on the werewolf hunters because once upon a time you had to haul **** over to Regis as soon as Zahal died so that you could pull him away from the zone edge and the path of the hunters. Now he can be up for hours and hours without getting smacked down by the werewolf hunters...

The NPCs weren't listed at this link (last update mentioned on main page was Nov 12 1999) (yes, it's Japanese - some parts in English, and there's an English version of main page).

There's no telling if the person who made that map missed the NPCs because they wander or if they simply weren't there.

Conclusion: I think the NPCs were either always there or added in early Kunark. I think the weapons were likely added mid-Velious along with the rest of the tradeskill recipes. The recipes were put in a book and used in a minor quest with the werewolf hunters because werewolves are allergic to silver and all that.

The NPCs should path over Zahal the Vile and close enough to Regis to aggro and kill him if he's not pulled out of the way. (I think Regis's spawn point may need to be moved?) All of them should assist each other if a player is KoS to any one of them and gets aggro from one.
