To own and especially to carry a firearm you should be forced to go through mental screening and also safety training classes first. Fail either one and either you are ineligible to own a firearm or you have to start the class all over again and go through the whole thing again until you can pass it.
I remember going to the range with a friend of mine and watching a guy probably in his late teens or early 20s trying to be cute and holding the handgun sideways trying to hit the target. He thought it was funny to attempt to show off for his friend. It made me fearful to think this moron might actually be able to carry a gun legally. Those are the guys who get bored go out and shoot a random person just because they have nothing else to do.

Im pretty sure we should just neuter anyone who cant pass a 2 yr combat training program and 4 yrs of active duty.
