Tempest recruiting strategy is poaching members of other guilds under the guise that other guilds will not cooperate with them against Empire. It is a good strat and will no doubt work on a few people. Still shady but oh well.

I'm no fan of <Tempest> thus far, I don't like seeing CS poached.
But how is it shady if its a legitimate point they are making?
