I've never had a problem with LNS or petitioned. My only deaths on LNS were honest mistakes by the players. I clearly shout it in zone and once or twice in ooc. It's people who think one ooc is enough and GM's who suspend first and rarely seem to investigate. My guess is because they are used to blue players, where causing a death is nearly impossible without intent.
