The biggest problem for a leveling character is if a 'PVPer' finds you, they will make sure you leave the zone. They don't really care how - they want the kill, but if you take an xp death or plug, they are okay with that too. If they start losing the encounter, they will just train your group and kill everyone. Beastagor is famous for fearing your pets (even OOR characters), then trying to snipe a YT during the confusion...nevermind the fact that the entire group will wipe as a result.
Also, most PVPers don't care about taking an xp death (ex: Rogues). They'll get a rez. The YT is more important to them than the pain of moving over a cleric to get a rez.
Knowing that these are the scum you are dealing with, any tactic is legitimate. Don't force yourself to play by anyone else's rules. Camping to avoid PVP, running away, snaring mobs at the ZL are all legit tactics. I think these are the important things for a Blue player to know coming over: PVPers only attack when the odds are in their favor, so never allow them to take advantage of that.
The most fun I had was one day I was in a full xp leveling group with a druid, and this group of Empire wouldn't stop wandering around Norrath trying to prevent us from xping. They even came to Kedge Keep. We were all sub-60, most sub-56, and outmatched. So every time this group found us, we just ported out to our next XP location. They must have wasted 4 hours running around without a single engage.
