When I joined red, this notion that there were superior PVPers there was unproven. As a simple blueblie, I transferred about 3k there, made an SK, and had a roughly 8:1 KD ratio. I would have killed a Tstaff monk with my shitty Green Jade Halberd if he wouldn't have plugged.
There are a handful of extremely talented PVPers there, and the rest are garbage who only win through huge gear advantage and/or a numbers advantage.
It's a pick your poison scenario between red and blue. I give blue the edge slightly because of more normal people.
