Thanks for going around and checking faction with everyone, Aalderon. Yeah, it definitely has to be some new faction they're on. Also the merchants out in Qeynos Hills are also on North faction because they still sell to me.
I use the faction guide at:
http://samanna.net/gen.info/faction.shtml (Which I highly recommend, one of the best I've seen) It has a lot of great info but the problem is it's on version 4.5 with no date associated with it.
At some point apparently bankers in towns were associated with the their merchant faction, but that still does not explain the why they have a faction change along with South Qeynos merchants. But then again it mentions Jaggedpine and the port; and the guide has been revised several times so who knows when this happened.

If you search for banker in the doc it says basically all but Halas bankers were on merchant faction at some point. But again not too useful.

I turned in rat pelts to Menkes for awhile in the summer when I'd see pelts on the noobie yard vendors. I don't remember how many turn in's I did but it was awful and never got out of scowl. Not many on that faction so I just avoid Hansl. (Who used to be the only one that would whoop on me) For turning in pelts if Menke's green he doesn't seem to agro so you can just sneak/hide behind him for the turn-ins instead of wolf form.
