Yeah, if there is an area with a static spawn, of such, and he is there clearing it (having been broken), or trying to (obviously he was managing it) then it was his camp. Doesn't count for multiple camps, but just the one, usually a small area/room whatever, sometimes defined on p99-wiki map notes.
Doesn't matter what level he was. If he wanted to give up the camp to an xp group moving in (I've done this plenty of times), well that is his choice, it's his camp for whatever reason he wants it for, even if that means not giving it up, his choice.
If he is holding multiple camps, then you can challenge claim to one of them, of his choosing. If he refuses to give you a camp, it can be settled with a GM. If he walks away from his camp, leaves the area, but the camp being broken, it's still his camp. I think even after a repop, it's still his, for a given time, though kinda rude imo to let it fully repop and then return to challenge another after moving in.
One good way to avoid any issues is to do a camp check in ooc "/ooc CC". Not a guideline as far as I know, sometimes camps miss CC's in all the mayhem, but a matter of a courtesy check, so you don't run 5-10m to a camp to find it camped already.
edit: Oh and that is a good point too. When you move to a new zone/dungeon etc, look at the wiki and try to figure out the various camps in the area (won't get all camp info there though). So when someone else comes in and does a CC, you can respond in kind. There are outdoor areas that are shared, such as around the Gypsy camp in NK, but other areas that are labeled as camps, such as FP or fireplace in Unrest. Hope that helps.
