As far as fighting back, there's plenty of things that can be done. Staying in groups and killing the wizard when he appears is one or those things.

Killing a competent lvl 60 wizard with 45s isn't going to happen.

Or, you can just take your group to a less populated zone; I talked about a few good dungeons with basically no gankers in one of my posts.

I've known several wizards to port around to pretty much every viable dungeon looking for marks so I'm not sure which you had in mind.

I'd rather go hard in PVE than evac with my thumb up my butt because a wizard is sitting afk somewhere in the zone, personally.
