I think the answer lies in the other suggestions, which would hopefully increase pop. But, having played EQ2 PvP Progression server where there was a lot of contesting going on, it seems like burn out is inevitable for the losing guild in every MMO. I will say the difference there was when Banned started losing, they took a break, revamped their guild, recruited more people, then contested. For some reason that never happens here.
Beating the content easily isnt the goal, its been done 6000x over.

Simple solutions to any of your concerns.

1. Easy to enforce, after a few raid bans on sleezy guild leaders trying to rule lawyer the GM , that wont happen. Key is a smart GM. That knows and is active on the server, if he sees two guilds together "friends" and "slosh", and he knows they are "allied", and have more than 45 members zerging the area. Pretty easy on a server to enforce. Big fights of 45 + are not common, and easy to police if your active on the server. Any GM that has been on the server more than 5 minutes can figure out the politics.


2. The list of mobs you've stated, just increase the allowed number to like 60 or whatever for those specific encounters. Pretty simple. Keep the content and pvp interesting. If a guild leader doesn't enforce these rules, hes banned. Simple. You would not have one violation.

3. Addressing your "why doesnt it happen here". ,The majority of people join one guild. There are no hard coded teams. So they flow like water. Wherever the easiest path lays. Nihilum to -------xxx zerg. Whatever it may be.
The only wild card on this server is who has sirkens "blesssing". Which has destroyed a lot of the motivation of any guilds up and coming. The fast track to sirkens magical skype. Most people with a brain see this, and say fuck that. I am not talking to some guy in skype to get simple shit done in game.

I'll say it over and over again, the server does not work because everquest requires full time GMs. In this case, probably around 4-6 GMs to ease the work load.

Everything else is just a waste of time to think about until there is server support.
