It makes vet players somewhat reliant on newbie players in certain situations/needs, resulting in interaction etc. RP isn't just what you say but also what you do, and interaction is a key to the formula. Currently, most capped characters wouldn't notice any difference if 80% of the server population on blue were banned tomorrow, apart from the altoholics of course. That's simply a result of immersion game-play style, while even at casual-RP style levels (my general pref over hard-core RP) one would notice the difference if 80% vanished.
