So most races have no class xp modifier. So half elf ranger has no xp penalty at all?

Correct.
All the large races retain some penalty. 20% I think is Troll/Iksar, Ogres are like 10%, Barbarians are I believe 5%, and Halflings are a +5% for being such a terrible race choice.
