If they just institute a PvP Teams server, same rules as now as far as pvp death goes, wiped it for vel - transferred toons to the blue or red server of your choice, and restarted it... you'd have a flourishing pvp/pve server that attracts a % of red players, and a % of blue players, likely surpassing the current red pop.
