Killed the High Shaman Drogik in Warrens like 20 times and never seen him drop anything. Is his loot table active?

Also I've kill the King Gragnar that spawns next to him the same amount and only ever got Cold Iron gear and none of his rares such as Forlorn Naginata, Scepter of the Forlorn or Crown of the Forlorn.
