A: Q3 and Q4 deal with what to do when this happens, but "Raid disruption" and "raid interference" are broad terms that cover a long list of things (near simultaneous FTE, training, kill-stealing, setting of AEs on other people, any violation of the posted raid rules, etc).

Please tell me where /shout falls in there. If we claimed /shout as a raid disruption, Divinity would be slow rolling NTOV every week with how much banter goes back and forth in TOV.
If you can't handle people using a public channel during your raid, turn off the channel. If you don't want people interrupting your use of public channels, then take it to private channels (group or guild).
