Spent forever trying to find this guy up near explorer tower(1500,-200 ish) in LOIO got him to spawn finally, killed him and no
brain. I couldn't find any proof its 100% drop rate, but from reading over the various threads on
allakhazam it seems its a rare mob not a rare drop (no one said anything about not getting the brain after killing him).
I could have just been really unlucky, though
