Plenty of civ carbines like you said are popping anything not plated. The regs on armor piercing is just for bullets specifically designed and marketed as armor piercing, its a gimmick.
Ironically, the 5.7 is considered garbage for self defense for the same reason it can penetrate the body armor. Its another 22 LR on steroids piece of shit designed and engineered for full automatic weapons. I'd still carry it for SD because it may as well be fully auto mini-rifle rounds the way you can stick-fire the fuck out of it. One of the loudest sounds you will ever hear too, and that counts for something in SD.
Armor piercing means shit. Its military industrial complex scare talk. If you aren't wearing plate as an officer or enlisted you are wrong, poor, or a combination of both.
